She's a blonde nerd, probably more attractive than most of her species although you'll never convince her of that. She usually wears her hair in a ponytail for convenienced, tucked back to keep it out of her face. She wears slightly horn-rimmed glasses, often with colorful frames. She has a pale complexion and a wide smile when amused, which she often is, usually by herself. SHe favors red lipstick and modest make-up.

Her wardrobe tends to be stylish and feminine. She likes bright colors and whimsy, so she might wear anything from a canary-colored sweater and a black swishy skirt to a Steven Universe t-shirt and a pair of jeans. Her nails tend to be colorful but short for the benefit of typing 140 wpm. She can usually be found sitting at a keyboard and with an extra large coffee on hand.

History:

Felicity Smoak grew up looking out for herself. She never knew her father and her mother was, put mildly, irresponsible and immature. While mom would be out partying, Felicity would make her own meals, lock the doors and, increasingly, stick to her computer to keep herself sane. Luckily, she proved to have an aptitude. As she entered her rebellious teenage phase, that rebellion manifested itself in two ways: some serious emo-goth styling and a penchant for hacking 'establishment' corporations and agencies and making merry hell wherever she went.

Felicity eventually got involved with a group of hackers, however, that were more aggressive and violent than she'd ever intended. When they started participating in acts of cyberterror, she cut ties and erased her digital footprint as best she could. She scared herself by how close to the darkside she went. Instead, she re-focused on school, getting a full scholarship to MIT.

After getting her degrees in computer science and engineering, she entered the corporate world, where she was largely bored out of her mind. Maintaining corporate servers and dealing with IT problems wasn't exactly intellectually stimulating. Things perked up when she began to be given special jobs by the company CEO, however, who turned out to have a nighttime habit of dressing up in a costume and fighting bad guys at night. One thing lead to another and, soon enough, Felicity found herself hacking again. Only this time, she hacks for the forces of truth and justice! At least, so long as they keep her supplied in triple mocha cappucinos.

Personality:

Superficially, Felicity Smoak is a friendly and light-hearted person. She's caring and compassionate, quick with a joke and more than a bit silly. She cares deeply for the people in her life, recognizing that she's gotten to choose her own family and that makes them more valuable to her than mere blood ties. She wears her feelings on her sleeve, not afraid to cry and always there to encourage.

She's tougher than people expect. She can take a lot of tragedy in a short period of time and not let it get her down. She fights for what she wants and she can be ferocious and dogged in pursuit of her work. She loves an intellectual challenge and relishes solving mysteries and breaking down barriers. She's never more alive when she's knee deep in code and oblivious to the world.

Business:
While she has long and often sneered at the capitalist pig business tycoon types, Felicity actually has kind of a knack for the stuff. She's got good business instincts, understands money and management and is an excellent boss, good at motivating her team when required. She may be disgusted by big business putting profit over people, but that doesn't mean she doesn't understand how to do the job.

Computers:
Beyond her hacking skills, Felicity is an extraordinary computer engineer. She can code with the best of them, knowing a wide variety of languages and formats. She can create applications, viruses, and design extensive cybersecurity. She can build computers from scratch with the right parts and can get under the hood and deal with the hardware on top of her coding.

Hacker:
Felicity is a world-class hacker, among the most elite of the ill-eet. She can penetrate most forms of basic computer security in seconds. Even highly advance encryption and firewalls won't hold her off for more than a few minutes. Only the serious supertech gives her major problems and conniptions, when she's contending with a true genius mind, but any mundane tech she can usually hack right into no problem. She's always on the cutting edge of the latest tools and gear in the hacker's kit and, among those few on the net who know the name Overwatch, she gets mad respect.

Techie:

Felicity's a pretty all around nerd. She's got a knack for technology and, while she's not an inventor, she would be an excellent inventor's assistant. She can improvise repair and maintenance on a wide variety of high technologies. Just don't ask her to fix a car.

Circuit City:
Felicity has, thanks to the generous gifting from super-rich superheroes who like to have her help, an incredibly elaborate computer system on the very cutting edge. She has processing poewr out the wazoo, gigs upon gigs upon gigs of storage, massive data repositories and the fastest known internet.

Salary:

Felicity works, at a real job, where she gets paid! Her salary is quite generous, thanks to her degree of skill and good interpersonal skills. She can afford a nice, comfy apartment, regular take-out food and the occasional spending spree on fancy shoes on Amazon.

Family Ties:
Felicity's mother, Donna Smoak, is about as opposite of a person as there can be from Felicity. This was not a coincidence. While Felicity loves her mother, bringing the two in proximity causes Felicity's stress meter to shoot upwards.

Worse is that Felicity has a father out there who is aware of her while Felicity knows little of his whereabouts today. Noah Kuttler was the parent that Felicity took after as a girl, but he left his family to avoid prison when she was young, an abandonment that has had profound repercussions on the woman that Felicity became. Felicity's intelligence and computer savvy came from her father, who is now a cyber-criminal who goes by the name, The Calculator.

Hack the Planet:
Hackers are a territorial and competitive lot. As she makes a name for herself, she will likely have her skills challenged and be targeted by young turks on the cyberscene trying to make their name. She also has old enemies from her days as a blackhat as a teenager who probably wouldn't be too happy with her if they got wind she was back in the saddle.

Keyboard Warrior:
Put simply, Felicity's only useful sitting at a computer, from a superheroic standpoint. She doesn't have any fighting training and no real interest in taking it up. She's punched a person or two, but it hurt her hand and didn't do that much damage. She is a support person and absolutely not a combatant, no sirree, nope nope nope.

Technical Outlaw:

Hacking is illegal, much as CBS procedural crime dramas might make you think otherwise. Felicity's great skills mean that she's really good at covering her tracks, but she could still face, like, countless charges if she were ever caught.
