Oswald Chesterfield Cobblepot, known as the Penguin in Gotham City as an epithet for both his appearance, and his idea of proper criminal conduct, is the scion of a family of thieves, spies, and moguls. The Penguin represents nefarious business interests in Gotham City, an agent for various international crime syndicates, corporate bodies, and intelligence organizations that is tapped on a contractual basis whenever required. Operating as a mercenary with a strict code of manners, his business is primarily as an arms dealer, fence, and fixer, although that is merely a front for his true function as a network freelancer. The Penguin operates out of the Iceberg Lounge, a meeting place for socialite, business magnates, and criminals in Gotham City, his complex network of friends that he curries favor with allowing him to evade most criminal prosecution - including Batman, whom he acts as an occasional informant for.

Penguin stands five feet and nine inches tall, an English gentleman of stately girth and proud bearing, his true pomp and splendor hidden beneath a humble posture and sneering submission to authority. His black hair is in a widow's peak, slicked back over his head and worn from a lifetime spent with tobacco. He has a monocle over his left eye, necessary to correct a visual deficit that springs from a dysfunction in the left side of his brain, but not on the right. To a psychologist, a number of variables might be present, but someone skilled in the wisdom of ages past would spot him immediately as severely self-centered man with a lack of concern as to the emotions of others. This genetic flaw is what makes the Cobblepots so fearsome throughout British history, as both thieves and spies. He has a long, narrow nose, that resembles a beak, and an underchin beneath his weak jaw. He often bears a cigarette holder between his teeth, an expensive British cigarette protruding from the tip, lit by a custom brass lighter resembling a Zippo, with six stars emblazoned upon one side, and an eye on the other. Traditionally, the eye is held inwards, unless Penguin is in the company of certain esteemed gentlemen.

He has round shoulders and a portly gut, with thick legs and stocky arms wrought with thick biceps and steel wrought forearms. His hands are of an unusually large disposition, a background in rugby present, his legs thick and his feet with the subtle ankles and toes of a professional fencer. He wears a gentleman's suit over his powerful but unassuming physique, a blue suit jacket with a pair of tails behind it, a pair of black leather gloves over his hands and a button-up shirt beneath his jacket, a broad black tie hanging down over the shirt. The shirt is tucked into a pair of blue pants with a narrow leather belt made to keep him mobile, the pants custom tailored for his frame to keep him capable of agile movement. A pair of black dress shoes are on his feet. He carries an umbrella with him at all times, fitted with a spiked tip and a launcher for various chemical toxins stored within the umbrella.

History

The Oswald Chesterfield Cobblepot is a member of a large British crime family, one that is often used by various circles in Britain for various purposes. Suffering from a genetic deficit that displays itself with myopic vision in the right eye, perfect vision in the left, they are servants that understand power, and happily wield it for their masters, whichever they happen to pick with their combination of skills. Oswald, despite being from wealth and sophistication, had an overprotective mother and a war veteran father, bullied by other children and learning to compensate by entertaining others with his basic force of personality. Scrupulous and scheming, he came to present an image of magnamity and understanding, while secretly loathing all those that did not appreciate his presence. A planner, a socialite, and a crook, his genetic fault came with the traditional skill at mathematics and economic theory, but also an eccentric understand of psychology and management. He was sent to the London School of Economics by a rich patron he met while interning as a loan officer at the Bank of England, and was groomed for international finance operations. Since he was a Cobblepot, his skills were already known.

Coming to Gotham, he became the protege of a Sicilian mobster, studying quietly and observing carefully, breaking down the business of crime to its fundamentals, then building upon them the principles he had discovered over the course of his life to that point. After doing a stretch in Blackgate for possession of stolen goods, a fall he took intentionally to network into the prison populace and build a reputation with broken bones, he went into business as an arms dealer, fence, and fixer, selling weapons, moving stolen material, and finding jobs, first using his international connections, then building up his own network of connections. He was nicknamed the Penguin for his appearance, and his adherence to seemingly religious social codes, actually rules of etiquette from British crime's upper echelons. Eventually, he earned the attention of Batman, and became a regular foe. Penguin decided to build the Iceberg Lounge as a legal front, to make himself more difficult to openly oppose by Batman, using his skill with people to make himself a public figure of esteem. Batman was forced to use Penguin as an informant and tolerate his activities to an extent, assuming Penguin never crosses a line Batman has set for him.

Penguin considers himself a "gentleman of crime", completely capable of the worst brutality, but refraining for the purpose of fostering an image with the criminals of Gotham that he is trustworthy but not to be crossed. He is vengeful and dogged in extracting his due from those that betray him, even if it is a petty matter of disrespect through misunderstanding. He is sensitive about his appearance, but does not feel himself ugly, despite being shallow. He merely demands respect from others, in the manner of a prison ex-convict blended with a high ranking gangster. He prefers not to get his hands dirty, but will not hesitate to engage others in violence, either with his fists, or with trickery, using tricks like poison and toxins, corrosives or caustics, or mind altering substances. The worst revenge the Penguin can offer you is the slow death, punishment for humiliating in front of a female associate.

Penguin, despite everything about him, is a bon vivant with people, treating others as if they are a favored house guest, calculating their wants and needs, but only offering it to them when he has a use for them. Still, this use is not always purely concrete, and it is not always a direct use for them, Penguin with the intelligence of a head of state, merely lacking the empathy to move others into dying for him out of charisma. He is known to lie and cheat and steal, which is always a temptation to him, but it is through this temptation that he controls others. He never doublecrosses someone he has a contract with, but will also inform to Batman if he's under threat of losing his livelihood. But, there is a limit to the things he will do for money, just as there is a limit to how much he will let Batman bully him without resistance. Penguin despises a bully, and has a code of ethics based on pity, arrogant as it is.

Besides his reputation in Gotham City as a highly competent arms merchant, fence, and fixer, Penguin is known internationally as the go-to man for various affairs in Gotham City, if one has the money and needs someone that has criminal connections. He also has the Cobblepot last name, legendary in Britain for centuries for spies and thieves and financiers.

UMBRELLAS
Penguin's family has a trademark of employing trick umbrellas, that they've used since their humble days as stewards of tailor shops in medieval London to defend their wares. He has quite the variety, and can use them to deploy a blade (sometimes from the tip, sometimes from the handle, sometimes both), as well as having various syringe injectors, explosive or smoke deployment mechanisms, spray functions for corrosive, caustic, or hallucinogenic compounds, smuggling compartments, self-destructing umbrellas, electronic or radio devices, poisonous or neurotoxin gas launchers, and flamethrowers.

DARK KNIGHT
Penguin is an occasional informant for Batman, and knows Batman is breathing down his neck at all times. Penguin is in a peculiar position, on one hand having to devise means and methods to support his own interests, on the other hand having to ensure his survival for someone that has ethics of duty, rather than morality of system.

Penguin has an extremely deficit regarding his personal empathy, meaning that he is only capable of logical discussion. The artistic is simply beyond him, other than mathematical calculation based on an extensive knowledge of correlating points instructed to him by his family, who have worked out metrics and rubrics over the course of time.

REVENGE
Penguin is exceptionally vengeful, never a cruel man unless in necessity of show of intimidation through revenge. Much in the way Batman cultivates an air of mystery, or Joker cultivates an air of unpredictability, Penguin demands shows of respect (at the very least, deference). He requires others to take him seriously for his business dealings to function properly, but this often leads to 'unfortunate' incidents that can give him a public profile in an improper manner.
